Most projects need private certification; dilapidation reports and pool fence inspections are triggered by specific circumstances rather than by the build itself. The quickest way to tell them apart is by what prompts each one.

How the Three Services Fit Together on One Project
On a typical Northern Rivers build, they arrive in sequence rather than all at once:
- Development consent. Where your project needs a Development Application, council assesses it. A private certifier cannot do this part — though if the site qualifies as Complying Development, a CDC replaces this step and the next one with a single certificate.
- Dilapidation report, if required. Read your consent conditions early. Where excavation, demolition or boundary work is involved, the report has to be done before anything is disturbed — it is a record of the condition things were in beforehand, so it cannot be produced after the fact.
- Construction Certificate. We assess your plans against the National Construction Code and the relevant Australian Standards, then issue the CC so work can begin.
- Critical-stage inspections. Footings and slab, frame, wet area waterproofing, and the final inspection — plus anything extra your consent conditions require.
- Occupation Certificate. Issued once the final inspection confirms the completed build matches the approved plans.
- Pool barrier inspection, if there is a pool. Required before the property can be sold or leased, and worth doing well before it goes on the market rather than during a cooling-off period.
The Principal Certifier is the person responsible for steps 3 to 5. Under the EP&A Act 1979 the property owner appoints them — a builder cannot make that appointment on your behalf.

Building Certification Services — FAQs
Do I need a private certifier or can I use the council?
You can use either — the choice is yours as the property owner, and under the Environmental Planning and Assessment Act 1979 a builder cannot make that appointment for you. Both pathways issue the same statutory certificates. Most owners choose a private certifier for speed: typically 2–4 weeks for a Construction Certificate, against 6–12 weeks through council.
Does a private certifier replace the Development Application?
No. Where your project needs a DA, that assessment stays with your local council and cannot be done privately. A private certifier handles everything downstream of the consent — the Construction Certificate, the mandatory critical-stage inspections and the Occupation Certificate. The exception is Complying Development, where a CDC combines planning and construction approval into a single certificate we can issue ourselves, if the site qualifies.

When do I need a dilapidation report?
Most commonly when your consent conditions require one — typically for excavation, demolition, or building close to a shared boundary. The report records the existing condition of neighbouring properties before work starts, which is what protects you if a damage claim is made later. It has to be done before anything is disturbed, so check your DA conditions early rather than after the machines arrive.
Do you offer all three services across the whole region?
Yes. Private certification, dilapidation reports and pool barrier inspections are all available across the seven council areas we cover, from Tweed Heads to Grafton. Inspection scheduling is naturally quicker nearer our Byron Bay and Lismore offices than at the far ends of the Clarence Valley.
Can one firm handle certification, dilapidation and pool inspections on the same project?
Yes, and it is common. A build with a pool and an excavation condition can need all three. Keeping them with one firm means one point of contact and no gaps between providers — for example, we already have your consent conditions on file when the dilapidation report falls due.
